Northern Virginia Amazon Cloud Problematic?

Repeated problems with this data center make one wonder --

Amazon cloud goes down in Northern Virginia • The Register: "Amazon's mammoth compute cloud experienced problems . . . disrupting the constellation of sites that depend on it, such as Heroku. The faults in the company's Northern Virginia US-EAST-1 data center cluster were spotted by Amazon at . . . . Affected services included the mainstay EC2 compute service, load balancers, the Redshift data warehouse, the relational database service, and the simple email service."
