According to sources, customers and partners will order the coming appliances directly from Microsoft and Microsoft will be providing them with direct support. I haven't heard anything about intended pricing, but these appliances will be aimed, at least for now, at partners and large business customers only, sources said. When Microsoft announced its original plans for Windows Azure Appliances in 2010, officials said that OEMs including HP, Dell and Fujitsu would have Windows Azure Appliances in production and available to customers by the end of 2010. Fujitsu ended up introducing an Azure Appliance product in August 2011; the other two OEM partners never seemed to do so at all (best I could tell)...." (read more at link above)

Research firm Gartner in March estimated companies’ spending on outsourced computing services like those provided by Google and Amazon would rise 45% this year to $13.3 billion. Panzura, the startup working with Google, helps companies store data remotely in Amazon, Google and Microsoft data centers and provides tools that let them access the files from multiple locations with existing software programs. The Google offer covers access from one location using a free Panzura service. If companies need access from multiple locations, they have to pay Panzura, although Google will still charge nothing for the storage for a year. “This is a way for customers to try something new, especially if they have had some kind of aversion to using the cloud in the past,” said Chris Rimer, global head of partners at Google’s Cloud Platform business. He said Google wants to encourage businesses to move more of their computing to the cloud. “We want to make sure potential customers are not worried about cost as a barrier to entry,” Rimer said... The company is also offering a cloud desktop service to consumers, which makes it possible to run a Windows desktop and Microsoft Office apps on iPads and Android tablets, and has started to pitch its technology to enterprises that want to bring their apps to a wide variety of devices. Another company using the same approach is ActiveVideo, which pitches this kind of virtualization as a way for pay TV service operators to bring modern user interfaces and even apps to customers that haven’t gotten their cable box replaced for a couple of years. ActiveVideo works with Cablevision and Charter in the U.S., and recently helped Liberty Global to launch a YouTube app on legacy cable boxes in Hungary. Interest in cloud virtualization has been growing so much that Amazon even launched its own service, dubbed AppStream, in March. AppStream renders video games and other resource-intensive applications on Amazon’s servers, for which the company’s GPU instances come in handy, and then streams them as video streams to a wide variety of devices...."

Basically, it’s a way of encapsulating software–wrapping it in a neat package so that it’s isolated from other software running on a computer operating system. If you use a container format that runs on many operating systems, this means you can easily move software applications from machine to machine–something that’s vitally important in the cloud computing world, where software is spread across hundreds and even thousands of servers. This is what Docker is trying to facilitate. But containers also provide what’s called “resource isolation.” This means is you can carefully control how much of a machine’s processing and memory resources are allocated to a particular container. And if you can do that, you can more efficiently squeeze many applications onto the same machine. “It’s kind of like slicing a cake,” says Pantheon’s David Strauss. “You can give each person a slice of cake. Some people can get a proportionally smaller piece and some people get a proportionally larger piece. But everybody gets cake.”..."
